New CAO Arrives at FCCPS

Bates Selected as Chief Academic Officer

Following an extensive search, Mr. William L. Bates, Jr., has been selected as the new Chief Academic Officer for Falls Church City Public Schools. Mr. Bates currently serves as the Executive Director of Secondary Schools and previously was Director of School Performance both for Baltimore County Public Schools (BCPS).


"William’s depth of understanding about instruction, his ability to organize around the important curricular work, and his commitment to serving all students set him apart from others interviewed,” said Superintendent Peter Noonan. The selection followed a national search that attracted 20 applicants from across the nation. Mr. Bates will join the FCCPS administrative team on August 1, 2019.

An experienced educator with over 20 years in the field, he began his career as a Behavioral Specialist Consultant for his home state of Pennsylvania providing one-on-one, non-adverse intervention to children in the community, school, and home situations. In 1999, he made a move to Virginia where he served as Special Education Department Chair and teacher at South Lakes High School in Reston. Mr. Bates served seven years as Principal of Herndon High School in Herndon, Virginia and was named Principal of the Year for Fairfax County Public Schools in 2015.

“I am confident the Falls Church community will find William engaging, thoughtful, caring, and just what FCCPS needs to take our school’s instructional program to the next level,” Noonan said in recommending approval of Mr. Bate’s appointment during a Special Meeting of the School Board Thursday evening.

Mr. Bates earned a Bachelor of Science degree in Therapeutic Recreation from Slippery Rock University and holds a Master’s Degree in Special Education from California University of Pennsylvania, and an Administrative Endorsement in Education Leadership from George Mason University.
